ABSTRACT:

Bases Conversion and Development Authority (BCDA) and the Consortium of Primewater Infrastructure Corp. (PrimeWater), Tahal Consulting Engineers, Ltd. (Tahal), Prime Asset Ventures, Inc. (PAVI), and MGS Construction, Inc. (MGS) entered into a joint venture agreement (JV) to implement and perform the water and wastewater infrastructure project in the New Clark City (Capas, Tarlac).

BCDA is a government-owned and -controlled corporation created by RA 7227. BCDA is engaged in the disposition and development of government properties and assets covered under the 1947 Military Bases Agreement between the United States and the Philippines.

PrimeWater is engaged in the business of establishing, maintaining or operating waterworks systems. PAVI is engaged in the business of water, cable, energy, telecommunications, and realty. MGS is engaged in construction of buildings, roads, and highways. Tahal is an Israeli company engaged in providing sustainable infrastructure development projects, including water and wastewater treatment solutions.
